To establish itself as a key anchor facility for Gangneung's tourism business and as a center for international culture, the city is planning to develop projects including an international school.
Recently, the attraction and establishment of international schools in Incheon Songdo and Jeju Island have been proven to have positive effects on urban development and tax revenue, and we plan to promote them for the development of Gangneung.
Gangneung is a city located in the eastern part of Gangwon-do, South Korea, boasting beautiful natural scenery on the east coast and a rich cultural heritage. Gangneung is one of the most popular tourist destinations in South Korea, with many tourists visiting every year to experience its beaches, historic attractions, and diverse cultural events.
Gangneung is blessed with natural beauty. In addition to the clear, pristine beaches on the east coast, the area is part of Seoraksan National Park, which offers a variety of outdoor activities, including hiking, trekking, and nature observation. It's also known for its colorful cultural events and festivals. The annual Gangneung Dan-o Festival is a UNESCO Intangible Cultural Heritage of Humanity event that showcases the beauty of traditional culture, while cultural events such as the Gangneung International Film Festival help to showcase the region's art and culture to the world.
“Gangneung, a tourist resort city”
Gangneung is an entire city that is a tourist destination, with 6 to 8 million people visiting the city during the summer vacation season alone, and 15 to 18 million visitors annually.
The main tourist resources include Gyeongpodae, Sinsaimdang and Yulgok LEE's Ojukheon House (the birthplace of a historical figure whose mother and son are both portrayed on South Korean currency), Seongyojang House of Gangneung, Gyeongpo Beach, and Jeongdongjin Station. In addition, Anmok Beach and Jumunjin Coffee Street have become famous with the coffee trend in Korea.
there are facilities for the 2018 Pyeongchang Winter Olympics, and there are ranches, yachts, surf grounds, camping sites, and famous mountains, so you can play sports such as skiing, tracking, and playing in the water throughout spring, summer, fall, and winter.
Gangneung hosted all of the ice skating events at the 2018 Pyeongchang Winter Olympics, and ice hockey, a popular sport, was held in Gangneung. In addition to these stadium facilities, there are ranches, yachts, surfing beaches, campgrounds, and famous mountains, making it a great place for skiing, trekking, and water sports throughout the spring, summer, fall, and winter.
It is one of the central cities of Gangwon Province and is closely connected to the Seoul metropolitan area, which can be reached in 2 hours by KTX from Seoul Station to Gangneung Station and about 2:20 by car.
1. Purpose of proposal
1) Create a global education cluster on the site of Gangneung City.
2) Establish a foreign educational institution (international school) by attracting the most prestigious private schools in the United States within the global education cluster, and create facilities and sites related to it.
3) Build residences, hotels, and commercial facilities for foreign teachers (including their families) and parents of foreign nationals and overseas Koreans to contribute to the financial independence of Gangneung City through increased tax revenue and large-scale employment expansion. With the surplus generated from this, a school will be built and donated to Gangneung City.

3. Project Overview

4. Specialized Plan
1) To secure educational demand, we plan to establish an international school (foreign educational institution)
by attracting a top-tier American prestigious private school (non-profit school corporation) that is
differentiated from other international schools in the region.
2) In order to secure a stable student enrollment rate, we plan to recruit more than 50% of the student body as
foreign students, unlike other international schools in the region.
3) We intend to build dormitories and private residences for parents and faculty families through private procurement.
4) In consultation with the Ministry of Justice, the school plans to introduce a 'real estate investment immigration
system' and actively utilize it to secure the educational needs of overseas Korean reverse immigrants and foreigners
from the Middle East and China.
5) We will create social consensus by developing customized programs with local residents and schools in Gangneung.
6) We will operate a local talent quota system (30% of the capacity) and various scholarship programs.

5) 100% private investment method (private operator purchases land, covers school construction costs, and operates the school)
6) Local governments provide private operators with the right to cooperate in licensing and purchase school sites
